General Purpose of the Position: Responsible for managing and directing the daily execution of multiple programs within contract requirements to assure that cost, schedules, technical, financial, and performance goals are met. Prepare and/or assist in the preparation of Request for Information (RFI); Rough Order of Magnitude (ROM) estimates; Request for Proposal (RFP); Statements of Work (SOW); Work Breakdown Structures (WBS); Integrated Master Plans/Schedules (IMP/IMS) and System Requirement Specifications (SRS). Serve as the primary interface with the customer on all matters involving contract development and execution. Coordinate with other departments on resolution of contractual problems supporting the customer. Coordinate with Contracts Administration on issues pertaining to contract requirements, changes, and interpretations. Ensure Zetron is well represented in all engagements with State entities; individual Public Safety Answering Points (PSAPs); vendors and subcontractors. Provide contractual interface, communication and coordination with internal and external customers; Suppliers and Subcontractors on bid and proposal activities and/or matters pertaining to contracts. Prepare and lead negotiation on original subcontractor agreement and any modifications over the life of the program. Develop and implement plans and schedules to execute contracts/subcontracts. Meet with contractors/subcontractors management to discuss roles/responsibilities, expectations and what is needed from them for overall program success, including understanding "normal" roll-out timelines, capacity, overflow capabilities, and identifying options if capacity can't be met. Lead internal team coordination of logistics related to handling of subcontractor goods/services. Manage and direct the daily execution of programs within contract requirements to assure that cost, schedules, technical, financial, and performance goals are met. Represent Zetron, Inc. at program reviews; customer meetings; vendor meetings; subcontractor meetings; seminars; etc. Develop and maintain a 'dashboard' for executive oversight. Communicate program status (cost, schedule, technical performance) and risk to internal and external customers/stakeholders, preparing reviews and presentations to program stakeholders and the managerial steering committee. While representing Company's interests, assure program governance through the application of controls related to corporate process and regulatory/government compliance requirements. Responsible for program and financial reporting activities. Exercise task and budget control over personnel responsible for specific functions or phases of program. Understand what revenue and margin is associated with each deliverable. Understand the level of effort required for each deliverable so that trade-off decisions can be made with an understanding of what will maximize the financial result. Understand the timing of revenue recognition for each deliverable. Create a view of what is possible given the level of orders, customer expectations and our delivery capacity. Assuming that incoming orders exceed capacity, working on alternative approaches to maximize revenue/margin. Work with our team/subcontractors to explore areas of cost reduction (e.g. lower cost hardware, scheduling efficiency that would save travel/cost). Formally identify, assess, monitor and mitigate risk throughout the program life cycle to minimize risk and enhance revenue/margin opportunities. Develop and implement mitigation strategies and/or corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise. Change methodology and Change Order Management as required to meet specified program performance criteria. Excellent leadership and management skills, particularly influence management and conflict resolution. Experience throughout the program lifecycle from development through sustainment to include: proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts. Good understanding of Radio Dispatch/RF Infrastructure and Telephony Systems (NG911). Good understanding of Direct Sale deployments of 'Mission Critical Command and Control Communication Systems' involving but not limited to: Radio Dispatch/RF Infrastructure, Telephony Systems (NG911), Paging Systems, CAD, Logging, and/or interfacing to such system as supplied by others. Proficiency with organizational, presentation, scheduling and budgeting skills. Familiarity with systems engineering practices. Expert knowledge of program management tools and procedures. Demonstrated ability to lead teams in project based environment. Continuous improvement efforts including implementation for cost reduction and performance improvement efforts. Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity and variance analysis. Resolve wide range of issues in imaginative as well as practical ways. Have a portfolio demonstrating a successful track record in managing complex programs in which both financial and program objectives (schedule, cost to complete, cash flow, sales) were achieved. Excellent oral, written, and presentation skills Demonstrated success in managing manpower planning, project reviews, scheduling and budget control Proficiency with Microsoft Applications including but not limited to Project, Excel, Word, PowerPoint, SharePoint and Visio. Work effectively under pressure and time deadlines. Excellent verbal and written communication skills, with ability to convey information clearly and accurately. Excellent interpersonal skills with the ability to work with all levels in the company, and with external customers. Must possess and maintain valid work state's Driver's License; driving records must be maintained in good standing. Must be able to drive as part of performing job duties. Travel is required, about 30% of the time, typically within the Americas. Must have the ability to travel overnight &
