WORK OBJECTIVE
Under the direction of the Public Services Director, this is advanced professional and supervisory environmental work in planning, coordinating and supervising environmental programs. RCO's are responsible for insuring the Department meets federal, state, and local licensing and regulatory requirements. RCO's investigate and resolve water quality and other environmental complaints/violations; supports other divisions environmental and regulatory needs. Work is reviewed through conferences and written reports for results obtained.

Accompanies regulatory inspectors on facility inspections; reviews and assures on-time renewals of permits and licenses; prepares reports and maintains files on the City's regulatory compliance activities Responsible for working on city's MS4 NPDES permit for stormwater division. Coordinates the City's industrial pre-treatment program; licenses industrial discharge; evaluates industrial compliance Determines if violations occur and notifies of such; discusses violations with the firm's management; seeks correction of violations and performs enforcement of City Codes and Ordinances related to water, wastewater and stormwater Interprets federal, state, county and local regulations; develops and executes programs for regulatory compliance. Advises management of federal, state and local rules and regulations that may affect or influence the department Designs and implements special programs as directed by administrative superior Reviews and amends Sewer Use and other relevant Ordinances as necessary; prepares reports and documents for legal review; makes presentations to groups as needed Assists in preparation of annual budget for Regulatory Programs; monitors accounts payable for Industrial and other Users; issues penalties including fines Responsible for meeting requirements of the City MS4 (stormwater) permit. Publicizes environmental rules and programs Prevent, monitor and resolve sanitary sewer overflows, including those related to City projects Serves as expert technical witness in legal and administrative actions Oversee tasks related to drinking water testing and compliance Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers Performs related work as required for this position description only. KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the principles, practices, and techniques of bacteriology, chemistry, and water and wastewater collection and treatment Knowledge of federal, state, county, and local regulations regarding water and wastewater treatment and licensing Knowledge of FL DEP and FL DOH field and laboratory procedures Ability to communicate effectively, orally and in writing Ability to prepare concise analytical reports and to develop regulatory response plans and compliance programs Ability to interpret test results and analyze data with accuracy.
