The College of Education and Allied Professions at Western Carolina University is recruiting the position of Business Officer. This position reports to the Dean of the College of Education and Allied Professions as the primary person in charge of administration, oversight, and analyses for budget preparation, integration and control for the College. Responsible for management and fiscal reporting on the College's multiple funding types; including, personnel and operational state budgets(recurring and non- recurring), faculty start-up funds, faculty recruitment funds, College development funds, indirect funding received from college grants, and any additional funds that may be developed. Balances transactions and provides Dean with timely budget information and analyses to facilitate budget oversight and decision processes; identifies and recommends funding sources for college initiatives and staffing. Provides oversight and direction to support staff for initiation of requisitions for purchase orders and payments. Independently determines the need for budget transfers and processes them electronically for both personnel and non-personnel budget lines. Performs analyses and oversight of college-wide personnel budget administration related to the college staffing plan, including lapsed salary and reserve pool fund transfers. In collaboration with the Dean's Office Executive Assistant, administers employment contracts and agreements for faculty and staff compliance with established guidelines. Participates and makes recommendations to the Dean related to the long and short-term fiscal strategic planning for the college. Serves as a resource to supervisors for matters related to budget, policy, and problem-solving strategies. Serves as a liaison to Administration & Finance, and Grants & Contracts regarding the Lab School budget. Participates in the operation and management of the Lab School Budget. Performs other duties as assigned by the Dean of the College of Education and Allied Professions. Preferred qualifications: High degree of knowledge of University finance/accounting systems. Experience working in an administrative support office at a post-secondary institution of higher learning. Advanced knowledge of Banner and Banner finance (or a similar product) and budgets. Experience in public school system accounting. Bachelor's degree in account, finance, business administration, or similar.
