REPORTS TO: Superintendent of Schools
SUPERVISES: Human Resources Office Staff
JOB GOAL: To coordinate the personnel services and collective bargaining activities of the District and provide leadership in developing, achieving, and maintaining the best possible educational programs and services in the School District.
PERFORMANCE RESPONSIBILITIES: Serves as a member of the Superintendent's District Office cabinet.Recommends staffing needs and assumes major responsibility for the recruitment, selection and deployment of a qualified and competent staff.Ensures that all legal requirements for the employment of personnel are met, including Civil Service and State certification.Coordinates all personnel-related functions of the District.Assists in the development of policies, regulations and procedures related to personnel.Interprets and clarifies personnel policies to all employees and resolves personnel grievances or complaints.Maintains a comprehensive, accurate and up-to-date personnel records system.Prepares the annual budget proposals for personnel and collective bargaining and assists in the development of the District budget.Reviews inservice, undergraduate, and graduate credit proposals for all units.Serves as the District's liaison with the Monroe County Civil Service Commission, the Division of Teacher Certification of the New York State Education Department, and with other agencies regarding licensure requirements and other matters of importance related to staff personnel.Coordinates the Employee Assistance Program for all District staff members.Coordinates substitute teaching, student teaching, and internship programs for the District.Assists in supervising and evaluating the work of the administrative and teaching staffs as requested.Assumes responsibility for the process of collective bargaining with all negotiating units as assigned by the Superintendent and provides guidance in this area of expertise for the Superintendent.Assists the Superintendent in all aspects of the negotiations process by conducting research on various phases, and preparing proposals, reports and background materials.Interprets, clarifies and administers collective bargaining agreements with the Superintendent and the administrative staff of the District.Coordinates the urban-suburban exchange program for the District.Responds to information requests from individuals and agencies as assigned, and completes local, state and federal reports.Coordinates enrollment projections, residency, and attendance boundaries.Keeps abreast of changes and developments in education and uses this knowledge constructively in the operation of the personnel services and collective bargaining.Serves as District Homeless Liaison.Performs such other tasks and responsibilities as may be assigned by the Superintendent of Schools.
TERMS OF EMPLOYMENT: Twelve-month year. Managerial status under the Taylor Law. Salary commensurate with qualifications and experience ($120,000 minimum) and comprehensive benefits package.
