Overview
The Vermont Public Service Department is seeking an experienced Utilities Analyst. As an arm of the executive branch, the Department is a major driver in energy policy in Vermont, and advocates on behalf of the public in electric, efficiency, gas, and telecommunications utility matters. The Efficiency and Energy Resources Division, where the analyst will work, conducts analysis, works with stakeholders, and tracks energy sector trends related to efficiency and distributed energy resources to develop, implement, and promote State energy policy. The Analyst will: Perform specialized quantitative modeling and qualitative analyses;Write and deliver expert testimony before the Public Utility Commission and the Vermont General Assembly;Work closely with a variety of internal and external stakeholders; andConduct planning studies and reports on policy issues and implementation. The analyst will work on a wide range of issues including but not limited to efficiency, distributed energy resources, and comprehensive energy planning as well as drafting and supporting proposed legislation. The ideal candidate will have excellent quantitative skills including financial and policy modeling using Microsoft Excel, excellent written and oral communication skills, and will possess a high level of energy policy knowledge and analytic expertise necessary to carry out the duties of the position. Normal office working conditions generally prevail, with some required travel to sites and meetings. Some public speaking, attendance at public meetings and testimony before committees and boards is required. Evening, weekend, or overtime work may be occasionally necessary. Incumbents should have some private means of transportation available. Minimum Qualifications
Bachelor's degree AND two (2) or more years of professional experience working in the field of economic or energy planning and analysis. OR Master's degree AND one (1) or more years of professional experience working in the field of economic or energy planning and analysis. Preferred Qualifications
