First Military Recruitment are currently seeking an HSQE Business Partner on behalf of one of our clients.

To lead the provision of a professional day-to-day advisory service to operational functions across the Service Delivery Department to enable the implementation of robust HSQE systems for the continued improvement of both operational and occupational safety performance.

Duties and Responsibilities:

Contribute to the review of the safety management system and support the Service Delivery Director and their management and frontline teams with implementation of all relevant rules, procedures, processes and work instructions.

Contribute to the development and support the implementation of a ‘just culture’ across the Service Delivery Function, which supports a drive for continuous improvement in operational and occupational safety performance.

Contribute to the development of a safety communications strategy for roll-out across Service Delivery, which promotes drive towards a zero-harm working environment through increasing awareness and understanding of HSQE responsibilities.

Contribute to benchmarking and implementation of best practice HSE activities.

Advise and support roll-out of activities aimed at reducing operational incidents and improving the safety of passengers and staff.

Instigate, support and lead investigations for incidents within Service Delivery.

Undertake audits and other assurance activities across Service Delivery, ensuring regulatory compliance as a minimum.

Support the coordination of the Zero Harm pillar, ensuring that all Service Delivery activities are reported in relation to Health & Safety.

Act as a role model for the Service Delivery Function to follow in relation to Life Saving Rules and Just Culture implementation where people are encouraged to provide essential safety related information.

Lead on the education of all staff to demonstrate that there is a clear line between acceptable and non-acceptable safety related behaviour; where actions take account of human fallibility and distinguishes between unintended actions (slips, lapses) and intended actions (mistakes, violations).

Lead the day-to-day monitoring and reporting of compliance across Service Delivery to the Life Saving Rules.

Support the design, implementation and review of the Rule Book, bringing visibility on compliance regarding safety performance.

Comply and assure compliance of team with Systems, Policies and Standards.

Support the development of own and overall HSE functional capability, proactively engaging in performance and talent management procedures and role modelling values-based behaviours.

Build and maintain effective cross organisational working relationships to facilitate delivery of 2019/21 business plan activities.

Support roll-out of the Employee Engagement plan, communication of survey results and ensure actions to address HSE feedback in Service Delivery are being monitored.

Actively support adoption of leadership framework principles to promote culture change in the function and across the organisation.

Skills and Qualifications:

Broad level of proficiency across HSQE including relevant legislation that is underpinned through substantial and sustained practitioner experience in the field.

Professional knowledge and experience are recognised through the role holder working towards Chartered Membership of the Institute of Occupational Safety and Health (CMIOSH) and holding a relevant HSE qualification such as NEBOSH Certificate or Equivalent.

Experience of providing authoritative guidance to Senior Management Teams and Department Heads on day-to-day HSQE matters across a large multi-functional organisation.

Applied knowledge of Railways and Other Guided Transport Safety Systems.

Relevant business experience, preferable but not essential in passenger transport operations in heavy rail, light rail, or other highly regulated industry.

People and Leadership skills which demonstrate strong, two-way, inclusive and trusting working relationships with peers and team members, focused on achieving business goals and team members motivated and challenged to work towards their full potential.

Skilled in developing collaborative working relationships in an environment where there is a conflict of priorities or use of resources.

A demonstrable passion for continuous professional development that is evidenced through keeping abreast of and benchmarking emerging HSE trends, practices and standard operating methodologies.

Skilled as a communicator and influencer to ensure that HSE functional interests and issues are committed to and aligned across the organisation with business plan activities.

Able to think within broadly defined organisational policies and objectives to establish Health and Safety plans, priorities and prescription of procedures for the business function to follow.

Skilled in analysing and classifying current and emergent risks in order to develop credible recommendations and proposals for the continuous improvement of safety performance across the business function.
