We are looking for a Programme Delivery Manager to manage the scoping and delivery of IT and Service Improvement projects to transform the way in which PCSE serves our customers and improve our business. Leading a team of project and programme managers and driving change across our IT & Operations via a matrix management structure, the role will be ultimately accountable for delivering the specified changes into 'business as usual' running.

You will deliver the IT and Service Improvement elements of the overarching integrated plan for PCSE, ensuring that the scope aligns with the business requirements and strategic objectives. As well as manage relationships with internal and external customer stakeholders, ensuring that the projects prepare and execute a readiness strategy and plan to enable a successful release into production running.

You will lead a team of 8-10 Project and Programme management resources, holding them accountable for delivering projects on time and identifying interventions to mitigate risks. A Senior Programme Delivery Manager oversees the wider PCSE Integrated Plan; you will work with the Senior Programme Delivery Manager to ensure resource contentions are addressed and that consistent standards are applied across the entire business. Reporting will be facilitated by the Programme Management Office.

What you will do:

Set objectives and manage the performance of a set of Project and Programme Management resources, to inspire and recognise excellent delivery

Lead review of key deliverables with client stakeholders and senior management decision-makers and coach more junior members of the team to develop and deploy these skills

Manage the projects in the IT and Service Improvement programme through a structured phased life-cycle to successful delivery to achieve the desired outcomes in 'business as usual' operations

Hold accountability for delivering the interventions required to achieve the IT & Service Improvement elements of the PCSE Integrated Plan, comprising technical and non-technical activities within PCSE and across partner delivery organisations

Embed the delivery standards and controls, as outlined by the Senior Programme Delivery Manager, for excellent delivery of projects, managing risks, resources, deliverables and stakeholders to achieve the required business outcomes

Deliver specified client-funded change requests where required, to agreed quality standards and reporting progress to client and partner stakeholder governance forums

Forecast and report on use of resources and costs in the IT & Service Improvement programme on a regular (monthly) Your experience will include:

Proven Programme Management experience

Experience of managing business change and IT Projects

Achieving full business improvement outcomes and realising the business benefits of IT-enabled business change

Experience of prioritising a portfolio of work according to a set of business benefit types and parameters

Managing large and challenging client stakeholders

Matrix management of stakeholders across a range of disciplines (communications, IT, testing, data, PMO, finance)

Experience of managing Project Managers and Programme Managers to set standards and inspire an excellent and consistent quality of delivery

Owning the governance and reporting to a client for a specific programme

Management of professional analytical staff

Strong customer facing skills

Excellent oral and written communication skills
