1. Purpose of Job (£24.80 per hour PAYE / £30.89 per hour Umbrella PAYE)

The IT Project Manager is responsible for ensuring the effective development, delivery and implementation of a new Data & Works Management System (DWMS) in the Street Scene Service (especially Waste and Street Cleansing services). Through the application of a robust project management approach, the post holder’s role will include:

* Managing the contract with the third-party supplier, ensuring that the system meets the requirements and he terms of the contract

* Managing stakeholder interests (both internal and external interests)

* Co-ordinating relevant activity and their interdependencies

* The rigorous management of risks and issues


The DWMS is a strategic priority for the council as well as the service and is a key enabler for whole of Street Scene. The IT project manager acts as the driver and key ambassador of the project and the post holder is required to work collaboratively across the Council during times of pressure.


The role will provide IT/systems project leadership and expertise to the service to ensure that the project is delivered and its aims are met. In total, the role is responsible for a contract worth circa £250k. The post holder will have no direct reports but will be required to influence a wide range of staff and stakeholders including some matrix management.

1. Key accountabilities/duties/responsibilities

The post holder will be responsible for:

1. Commissioning, Strategy, Policy & Development

* Developing relationships with other relevant parts of the internal council structure and with external partners as appropriate.

* Ensuring operational issues are reflected in the project scope

* Seeking innovation where possible

* Applying corporate policies in a way which makes the most efficient use of resources to support local needs.

* Monitoring project quality and productivity

* Attending appropriate council committee meetings, Corporate officer groups and external meetings and to prepare reports for such meetings, as appropriate.

1. Project (Service) Delivery

* Leading the planning for project delivery, installation, integration and acceptance of the D&WMS

* Ensure that the delivery of new products or services from the project is to the appropriate levels of quality, on time and within budget, in accordance with the project plan and project/programme governance arrangements

* Proactively monitoring the project’s overall and da

* Analysing and reporting on project performance y-to-day progress, resolving issues and initiating corrective action as appropriate and finance, highlighting variances and advising senior management on issues relating to project controls

* Resolving issues within the scope of the project and escalating to the Project Sponsor

* Reporting progress to the Project Board and Sponsor, obtaining sign off as required

* Producing project documentation as specified within the Service’s Project Management Toolkit and agreed with the Board

* Managing third party contributions to the project

* Organising allocated resources, and co-ordinating project activity and customer relationships

* Liaising and collaborating with stakeholders, ensuring all parties are informed and aware of project progress and expectations

* Ensuring service change management is incorporated into the project at an early stage
