The Delivery Manager is accountable for the delivery of a product or service.



The Delivery Manager will outwardly manage one or more software teams to deliver a product or service, breaking down barriers for the team and planning at both a higher level and in detail to ensure things happen when needed. The post holder will also act as a point of expertise to implement, develop and improve the adoption of Agile methodology and to improve the software development capability of the team.



*Manage risks, budgets and people to time, quality and cost. Ensuring delivery momentum is maintained with safe, secure and agile, iterative products with user feedback built in to refinements.

*Responsible for the delivery of assigned products, projects and programmes, ensuring that the business owner's vision is realised and that the business objectives are met

*Day to day management of the project's resources to ensure tasks are implemented on time, on budget and to the required scope and quality, challenging where appropriate for technical or business robustness.

*Ensure third party integration of solutions is managed end to end.

*Build and maintain high performing, motivated teams comprised of individuals from a variety of

disciplines and backgrounds

*Deliver products and services using the appropriate agile delivery methodology, learning and iterating frequently

*Identify, develop and coach agile principles and practices, and lean tools and techniques to the delivery team and engage with the wider organisation.



The post holder will be accountable for the long-term performance and effectiveness of the delivery team and the outputs. They will be core to decisions that build high-performing teams.

The core responsibilities of a Delivery Manager include:

*Governance and Controls 60%

oAdherence to the Agile Delivery Governance framework and management of other governance and control processes including risk and issue management, progress reporting, change control, etc

oManage dependencies internally within the project, and liaise with dependent projects

oResponsible for the transition of the complete solution to everyday practice

oManage dependencies internally within the project, and liaise with dependent projects

oManage resource plans and control / forecast financial spend against the budget.

oManage third party and cross team interfaces and integrations.

*Impediment Removal 1 20%

oMaintain the team's performance by managing dependencies, overcoming obstacles, avoiding or removing impediments to its progress and getting the best value against constraints, whether internal or external to the team

oThrough the resolution of problems facilitates the delivery flow by driving teams and setting the pace to ensure team can meet their commitments

oActively addresses internal and external risks, issues and dependencies including where ownership sits outside the team

oFacilitating team events to ensure regular progress

oProtects the team from outside interference and makes sure the team collaborates, communicates and focuses on what is most important

oEscalation to Digital Services & Technology Management Team (DS&T), business owner and Common Doorway business stakeholder.

*Coaching the team 2 10%

oHelps the team to manage and visualise outcomes, ensuring that working practices are iterated to achieve effective delivery

oHelping the Product Owner maintain the product backlog in a way that ensures the needed work is well understood so the team can continually make progress

oLeads on a range of Agile and lean tools and techniques, and is able to identify and compare the best processes or delivery methods to use

oLead the collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of the team

oCoaching Scrum principles, to deliver the specified requirements for the product or service

oCoaching Software delivery methods

oPromoting Continuous Improvement

oFacilitating creativity

oFosters empowerment

oDelivery Manager will also promote Autonomy, Mastery and Purpose for the individuals within the team

*External Interaction 10%

oEducating key stakeholders on Agile principles, including managing expectations and facilitating difficult discussions with a diverse range of stakeholders

oWork with Agile Capability Manager and other Delivery Managers to ensure a consistent application of Agile and lean practices

oWork with Test and Software Development Managers to deliver improvements in software development across the delivery teams

oStakeholder management. Reporting, Reviews, Metrics and planning - establishes the feedback loop for teams, ensures understanding of value and how this relates to user needs

oActs as a Change Agent
