Planning/Conservation Officer

As one of a team to contribute to the general management, development and review of the Team and Service both in terms of services provided and staff, in accordance with the Council's Vision and Values, Corporate plan policy and other objectives. In doing so to ensure maximum effectiveness and efficiency.

Essential criteria

*Degree or Diploma in Town and Country Planning or equivalent recognised by and giving eligibility (or partial eligibility) for membership of the RTPI, RIBA or IHBC (working towards for Grade 7)

*Full corporate membership (chartered) of the RTPI, RIBA or IHBC

*Proven investigative abilities and good negotiation skills.

*Knowledge and comprehensive understanding of service delivery, Legislative frameworks and key issues, including diversity and equalities issues, relevant to Planning/Planning Policy and Conservation.

*The post holder will be expected to have relevant recent experience, ideally within a local planning authority.

*Understanding of the political environment of a local authority

*Main activities

*Under the supervision of Deputy Head of Planning or Team Manager Officer (s), to work within a development management team so as to ensure a consistent approach to development in accordance with good professional practice.

*To assess less complex applications for planning permission, listed building consent and other related statutory consents (such as Householder applications for planning and listed building consent, applications for advertisement consent and small scale changes of use proposals) and submit reports and recommendations to the Deputy Head of Planning/Team Manager and Development Management Committee to ensure the management of development in accordance with National Guidance and the planning policies where appropriate.

*To write reports and make recommendations in order to ensure consistency and quality, compliance with statutory deadlines and timescales and procedural correctness.

*To prepare written statements in connection with appeals made under the written representations method to the Secretary of State against the refusal of planning permission, listed building consent or other consents.
