ESSENTIAL DUTIES AND RESPONSIBILITIES

Lead all proposal efforts for Aviation Government Services Assist in the qualification of new opportunities in concert with all departments and Business Development.
Analyze and review resources required to submit and win proposals; integrate those resources and direct their work activities to reduce the total cost of developing winning proposals
Analyze RFPs and RFQs, identifying all requirements and criteria for evaluation.
Develop proposal strategies that include win themes, competitive analysis, discriminators, winning executive summaries and compelling business cases.
Develop proposal schedule, set priorities and outline on action items for delegation.
Significant contributor to proposal writing and development.
Provide leadership to execute interactions between key personnel and business functions in proposal development efforts and proposal activities.
Oversee and coordinate inter-company efforts.
Provide resource utilization/planning, weekly, and other reports to management as directed.
Independent exercise of judgment on details of work and in making preliminary selections and adaptations of proposal alternatives.
Oversee the establishment of proposal generation processes; resolve issues and ensure that the proposal process follows all standards and provide training to key personnel.
Conduct proposal review meetings to integrating all proposal activities from start to completion.
Responsible for ensuring that corporate compliance appropriately supports all aspects of applicable internal controls and external regulatory examinations.
Lead and manage the business operations, customer service, cost, schedule, quality, communications, and team dynamics to generate highest performance.
All other duties as assigned.

Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Specific experience in proposal planning, writing, graphics, technical editing, reviewing and production.
A proven track record of directing successful winning proposals in the Federal Government aviation or aviation support markets.

EDUCATION and/or EXPERIENCE

Bachelor of Arts degree (B.A.) or Bachelor of Science degree (B.S.) from four-year college or university.
Master's Degree in Communications preferred.
Required Minimum 5 years of aviation proposal management experience.
Required A proven track record of directing successful winning proposals in the Federal Government aviation or aviation support markets
Required Experience in analyzing opportunities, building multi-company teams, and in developing strategies.
Required Experience in proposal planning, writing, graphics, technical editing, reviewing and production.
Required A minimum of 8 years of proposal management experience in the US Federal Market Space
Required Shipley Training
Required APMP certification to a minimum of the Foundation Practitioner level.
Desired Current US SECRET clearance or ability to acquire
