Applies advanced technical principles, theories, and concepts. Contributes to development of new principles and concepts. Participates with senior managers to establish strategic plans and objectives. Recommends/makes decisions on administrative or project work matters and ensures effective achievement of program, project, or organizational objectives. Works on unusually complex technical problems and provides solutions which are highly innovative and ingenious. Works under consultative direction toward pre-determined long-range goals and objectives. Assignments are often self-initiated. Determine and pursue courses of action necessary to obtain desired results. Work checked through consultation and agreement with others rather than by formal review of supervisor. Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results. Develops advanced technological ideas and guides their development into a final product. Erroneous decisions or recommendations would typically results in failure to achieve critical organizational objectives and affect image of organizations technological capability.
Conducting technical analyses on high-technology engineering and national defense projects, with emphasis on feasibility within a specified time frame, technical compatibility with related weapon systems and platforms, and consistency within established cost-estimation baselines.
Demonstrated expertise in program and project management, with directly relevant experience in Department of Energy/National Nuclear Security Administration activities desired. Such experience could include Enterprise Organizationeling and analysis, Nuclear Security Enterprise strategic planning, and specific weapon system attributes such as safety and surety/security features.
Experience in the application of risk analysis and the execution of risk management and risk mitigation actions against potential or realized program technical and management risks.
Demonstrated expertise in technical writing and briefing, with directly relevant experience in the drafting, coordination, and briefing of such high visibility products as Reports to the Congress, briefings to the Secretary/Deputy Secretary of Energy and the Administrator of the National Nuclear Security Administration.
Experience is representing from a technical and programmatic perspective, organizational policies, positions, recommendations, issues, and opportunities under broad senior management terms of reference.
Demonstrated knowledge of and experience in the development and maintenance of project and project plans, critical path definitions, schedule and cost variances, gate decisions, and-if necessary-corrective actions or change actions to address implementation issues or the impacts of adjustments occurring in aligned programs.
Demonstrated creativity and innovation in technical, programmatic and administrative areas, including addressing long-term human capital requirements of complex national security programs, responding to emerging materials and technology issues, optimizing the utilization of advanced manufacturing processes, and improving the timeliness and quality of process prove-in activities or similar program implementation activities.
Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience
Prior DOE experience is required
Prior Project/program management experience is required
Experience in the application of risk analysis and the execution of risk management and risk mitigation actions against potential or realized program technical and management risks.
