The Executive Budget Director is responsible for the development and overall management of the $12 billion budget of the California State University system. The Executive Budget Director provides leadership in supporting the Universitys mission and goals by ensuring sustainable financial resources for the 23-campus university system. The Executive Budget Director provides strategic direction and oversight of the budget allocation and expenditure functions of the California State University, as well as develops new approaches for generating revenue. The Executive Budget Director actively leads the design, development and implementation of the budgeting system of the University and oversees the analysis of highly technical and complex budget policies and procedures. Manages all aspects of CSU budget administration and the fiscal administration and oversight of CSU system accounts. Provides expert advice on academic and fiscal policies and initiatives affecting the institutional administration of all CSU academic, financial, human resource, technology, capital and legal operations.

On behalf of the CSU system, the Executive Budget Director acts along-side, or in place of, the Assistant Vice Chancellor for Budget at systemwide meetings, or in meetings with state leaders. The Executive Budget Director is a member of the Division of Business and Finances senior leadership team and participates in budget strategy sessions with the Chancellor and his/her executive team.

Responsibilities
Under the general direction of the Executive Vice Chancellor/Chief Financial Officer and Assistant Vice Chancellor for Budget, the Executive Budget Director will:
-Serve as spokesperson for budgetary affairs as the representative of the EVC/CFO and Assistant Vice Chancellor.
-Engage campus leadership, (Presidents, Provosts, VPs, AVPs) to communicate in person and in writing the budget process, allocation methodologies, and strategies for maintaining balanced budgets.
-Assign, supervise and evaluate work assignments of Budget Office staff.
-Lead the budget office through the balance scorecard process to set goals, increase customer satisfaction and ensure the budget office is aligned with business and finance and CSU mission and vision.
-Oversee the review and analysis of budget policies recommended or authorized for implementation at the State University.
-Develop and recommend strategies for the generation and allocation of financial resources at the CSU including Graduation Initiative 2025, campus enrollment, compensation and benefits, and tuition revenue.
-Recommend, develop, and direct systemwide budgetary policy and related operational changes.
-Coordinate and develop effective intra- and external relations with key constituencies and staff important to the generation and allocation of resources at the State University.
-Review and approve all analysis of proposed legislation prepared by the System Budget Office for use by the Office of Advocacy and State Relations.
-Coordinate with other Chancellors Office divisions to ensure new policies, allocation models, and initiatives have adequate resources and that related reporting mechanisms align with CSU and state policy.
-Review, analyze, and coordinate, as required, internal processes required for the successful completion of all Budget Office assignments and tasks.

Qualifications
This position requires:
-A Bachelors Degree and seven years experience in budget management or budget-related field is required for this position.
-This position requires five or more years work experience in higher education finance and administration and demonstrated leadership and progressive managerial growth in responsibilities.
-Incumbent is required to provide accurate and meaningful advice, guidance, and assistance to the Assistant Vice Chancellor, Executive Vice Chancellor/Chief Financial Officer, Chancellor, and CSU internal and external staff and constituencies.
-Position requires strong verbal and written communications skills to enable incumbent to interpret and communicate budget policies and procedures and direct the day-to-day functions of Budget Office professional staff.
-Position requires strong problem-solving and conflict resolution skills to fulfill the leadership responsibilities as coordinator of the development and implementation of State University budgetary strategies and procedures, and to serve effectively as professional staff supervisor.
Preferred:
-Masters Degree or equivalent post baccalaureate instruction is preferred.
