The Director, Resource Management is the Resource Management partner for large agency or multiple mid-sized agencies with a focus on optimize agency billability and utilization of our workforce.

Lead RM processes with agency and advise on resource allocation decisions. Key leader in planning processes
Help build skill levels
Lead reporting used for resource allocation and costing decisions
Identify, communicates and resolves resource allocation issues
Manages freelance vendors, resources and forecasting
Consults on hiring compensation, talent management and mobility
Leads PH HR and RM projects or initiatives with multiple work streams
Manage people

Key Responsibilities:

Technical Proponent

Seek and identify opportunities to use technology to continually streamline RM processes, data mining and reporting
Highly effective in using and advocating technology to connect with employees and colleagues
Highly effective in using and advocating social media to impact our identity externally
Expert, Innovator & Integrator

Highly proficient in resource allocation practices
Strong grasp of different capabilities needed for projects and employees' skills/expertise. Provide new insights on matching employee skills with projects
Effectively negotiate and broker trade-off in resourcing projects - can be firm when needed
Provides guidance on the importance of details and accurate data
Analytical and insightful - asks the right questions
Anticipates issues and proactively come up with strong solutions
Keep current on external RM best practices and introduce to PH
Identify, lead and drive practice/process improvements with focus on streamlining and integration

Change Champion

Identify resourcing change opportunities with agency(s) - help tell the story
Identify and engage key stakeholders to champion resourcing change initiatives
Sustain change through persistent and consistent resourcing communication and messaging with agency(s) messaging

Capability Builder

Identify the capabilities agency needs for success; assess strengths and gaps
Identify skills and expertise needed. Recommend strategies to develop or acquire them
Know which capabilities to source through freelancers. Recommend strategies
Provide insightful guidance on sourcing and selecting talent
Provide guidance on organization design decisions which are fairly complex
Coach agency on resolving complex RM issues
Provide insightful guidance on career development options



Advanced negotiation and conflict management skills
Knowledge of healthcare is a strong plus

Education and Experience:

Demonstrates progression in level of responsibility within an agency environment
Agency experience required
Healthcare experience strongly preferred
Exceptional planning, coordination, management, and communication skills are required
