Director Global Trade & Customs

Serve as the Springs Window Fashions (SWF) resource for global trade and customs compliance matters.
Act as an authorized agent of SWF and its subsidiaries related to customs matters and declarations.
Ensure compliant & timely import & export transactions globally.
Manage relationships with 3rd parties such as government agencies, trade service providers and customs brokers.
Direct decision making to reduce risk to SWF and its subsidiaries.
Manage Customs & Import/Export associates located in various jurisdictions and ensure standardization of processes, procedures & metrics, implementation of best practices for the lowest legal payment of duties and taxes across SWF and all subsidiaries.
Oversight of all inbound and outbound goods (raw materials, finished goods, stock goods and capital equipment) with regards to compliance with customs laws and other government agencies & programs.
Develop and manage the global customs & import/export compliance programs, activities and personnel to ensure compliance with all policies/procedures in accordance with all applicable export and import laws, statutes, and regulations.
Develop global customs processes, procedures and ensure the standard implementation in all functional areas related to trade compliance training, due diligence, application of import/export laws & regulations, internal audit, record keeping, international document preparation, and operations import & export transactions.
Manage the customs compliance and import/export functional department & employees and budget
Monitor government programs and regulatory requirements and developments and inform senior leadership and department directors of changes that will or may impact Springs Window Fashions
Plan and implement internal programs/policies that will ensure Springs Window Fashions' standing as a low risk importer/exporter with all necessary government agencies
Respond or provide oversight to all official government inquiries, supply chain security issues, requests for information and/or audits of all Springs Window Fashions business processes and controls
Provide direction and decision support on day-to-day compliance matters
Ensure all operating systems, files and databases relevant to import/export activities are operating in compliance with all regulatory requirements
Manage 3rd parties providing trade compliance and customs brokerage services
Manage and provide oversight on processes related to payments and refunds of government duties & taxes
Education and Experience
This position requires a Bachelors degree in Business Administration, Supply Chain Management, Logistics Management or similar field of study.
This position requires a valid U.S. Customs Broker license
Knowledge, Skills, and Abilities
This position requires a highly skilled individual in the Customs laws and regulations in the regions where Springs Window Fashions does business including North America, Asia and Europe.
10+ years of experience in a diverse manufacturing environment, experience with discrete assembly of multiple components from multiple sources a plus
10+ years of experience in customs and import/export compliance management
7+ years of experience specifically with Canadian, Mexican and U.S. import and export trade regulations
Experience in customs and import/export compliance in a maquiladora structure
Experience in application of the Customs valuation code, classification under the Harmonized System, duty avoidance programs and drawback, duty deferral programs, import & export entries & admissibility, preferential free trade programs, country of origin & marking determination and record keeping requirements
Experience in supply chain security programs (C-TPAT), VAT certifications and IMMEX programs
